Propose Resolution Draft for the U.S. Territories and DC (Winter 2011 RNC Meeting)

WHEREAS the Democrat Party controlled the U.S. House of Representatives for a 40 year period from 1955 to 1995; and

WHEREAS the House Democrat leadership changed the Rules of the House only in 1993 to grant non-voting delegates the privilege of voting in the Committee of the Whole after the last Republican non-voting delegate had retired from Congress following the 1992 election, giving the Democrat Party all five non-voting delegate seats; and

WHEREAS the Democrat Party gives its members on the Democrat National Committee from the small island territories and its delegates to Democrat National Conventions only fractional votes; and

WHEREAS these Democrat Party fractional votes are even smaller than the three-fifth of a person fraction that was assigned to slaves in the original United States Constitution; and

WHEREAS the Democrat Party has been holding National Conventions since 1832; and

WHEREAS the Democrat Party only in 2008 revised its convention rules so as to integrate territories alphabetically into its roll call of the states rather than at the end of its roll call; and

WHEREAS because these Democrat Party policies are reminiscent of fractional counting in the Constitution and riding in the back of the bus, they are hurtful to the persons of African descent, Hispanic heritage and Asians, Micronesians and Polynesians who comprise the overwhelming majority of Americans who reside in the island territories and commonwealths and the District of Columbia; and

WHEREAS the national Republican Party accords equal treatment to each of its constituent states, commonwealths and territories, and the District of Columbia with three full votes on its Republican National Committee without regard to size or political status within the American political family; and

WHEREAS the Republican National Convention grants full votes to all of its delegates from all of its member states, commonwealths, territories and the District of Columbia; and

WHEREAS all states, commonwealths, territories and the District of Columbia are alphabetically integrated into the Republican National Convention roll call without regard to size or political status within the American political family; and

WHEREAS all states, commonwealths, territories and the District of Columbia are seated alphabetically as well as integrated into the roll call of meetings of the Republican National Committee without regard to size or political status within the American political family;

NOW, therefore, be is resolved that the Republican National Committee, assembled at its winter meeting in Oxon Hill, Maryland this 14th day of January, in the year two thousand eleven, does find that the Democrat Party practices hypocrisy of the highest order in decrying the revision of the Rules of the U.S. House of Representatives to eliminate the vote in the Committee of the Whole by the six members of the Democrat caucus who are non-voting delegates from territories, commonwealths and the District of Columbia.
